Citizens Energy Group (CEG) and Lebanon Utilities are planning to supply water to the LEAP industrial district and are proposing to discharge wastewater generated by multiple industries at LEAP, including but not limited to Eli Lilly’s pharmaceutical plant and the proposed META data center, back into the north end of Eagle Creek Park and Reservoir in central Indiana. The north end of the park encompasses one of the most ecologically sensitive habitats for native and migratory birds.

No environmental studies have been completed to analyze the impacts of large volumes of water withdrawal from CEG’s central Indiana supply system, which supplies surface and groundwater from the Upper White River watershed. Similarly, no environmental studies have been completed to analyze the impacts of large volumes of industrial wastewater disposal to Eagle Creek Park and Reservoir. Conducting thorough environmental studies is essential to building trust and confidence among residents and stakeholders about the safety of these proposals. 

Eagle Creek Park and Reservoir is a biodiversity hotspot in Indianapolis, serves as a public drinking water resource, and provides significant recreation and tourism opportunities. 

HEC believes that decisions made by utilities, businesses, and governments should be based on the best available science, so that all stakeholders are assured that the project will not cause significant environmental and community harm. Care should be taken to steward the park, and the Upper White River watershed, so that it remains a healthy and viable water resource for future generations.
