
Catherine Gibbs
Retired Environmental Law Judge, Office of Environmental Adjudication
Catherine is a retired Environmental Law Judge. She worked for the Office of Environmental Adjudication from 2004 to 2023. She was responsible for hearing and deciding appeals arising from decisions made by the Indiana Department of Environmental Management. This included air, water, solid waste, and hazardous waste permits and enforcement matters. Prior to this, she was employed by a consulting company that primarily worked on petroleum sites. Between 1990 and 2000, she was a staff attorney at the Indiana Department of Environmental Management. Her responsibilities included advising staff on Superfund, State Cleanup, Excess Liability Trust Fund, and hazardous waste issues.
Catherine has lived in Indiana all of her life. She graduated from the Indiana School of Law in Indianapolis in 1983. She was in private practice until 1990 when she joined IDEM.
