Unfortunately, Governor Holcomb signed HEA 1623 into law on the afternoon of May 4. Hoosier Environmental Council will continue to work to protect Hoosiers and our waterways and groundwater from toxic coal ash. We will do this through:
- advocacy for corrective policy,
- watchdogging regulators to make sure current laws are upheld
- legal challenges when necessary
- building public support for protection from coal ash
- work within coalitions to influence decision makers and build momentum for change

About HEA 1623
House Enrolled Act (HEA) 1623 will make it harder for the Indiana Department of Environmental Management (IDEM) to protect our waters from coal ash. HEA 1623 will also slow down Indiana’s rulemaking process, impose substantial new paperwork burdens on agency staff, and expand the ill-advised doctrine of “no more stringent than” in the state law.
